(Minghui.org) Right before the 18th Chinese Communist Party National Congress in October 2012, Dong Mingyuan, the recently appointed Party secretary of the Political and Legal Affairs Committee and head of the 610 Office of Miyi County, announced a new wave of “restoring public security.” This movement, targeting people who try to appeal to the government, and Falun Gong practitioners specifically, is budgeted for 3.6 million yuan in a county with a population of 200,000.

In late October, the police mobilized township governments, village committees, and neighborhood committees to harass or arrest Falun Gong practitioners. The most significant harassment happened in the towns of Panlian, Binggu, Baima, Yakou, Caochang, and Puwei.
In the small Miyi County, more than three million yuan of taxpayers' money is being spent on persecuting innocent citizens. The police and governmental officials formed groups of four to eight, including at least two police officers, to harass people who had appealed to the government before and also Falun Gong practitioners. The people were informed that they were not allowed to leave their residences to appeal to the government. Some were arrested and their homes were ransacked.
On October 31, 2012, Qin Decai from the Binggu Township Government and three other individuals ransacked the home of Falun Gong practitioner Peng Guangqun. Then they went to another practitioner’s home, Cui Yingfeng, and took two copies of Zhuan Falun as Cui was not home. After that, they went to a third practitioner’s home, Guo Huibin, (in the town of Xinhe) to harass him.
That same day, practitioner Zhang Kaiqiong was arrested, taken to the Miyi Detention Center, and held for 36 days. Party secretary Deng from Salian Town government, vice director Zhou Lin of the police station, official Wu Kaiyao, and others, harassed several practitioners, including Wang Minghua and Zeng Guozhong.
Also that day, practitioner Huang Chenghui from Caochang Town was arrested and detained at the Shuanggou Detention Center in Miyi County and held for 36 days. He was released on December 6.
The day before and the day of the start of the 18th CCP National Congress, Miyi 610 Office and police harassed many Falun Gong practitioners again and arrested eight.
On November 7, 2012, Cui Yingfeng in Binggu was harassed by Binggu police.
On November 7, 2012, Liu Changhui was harassed by Li Xuemei, a staff member of the Family Planning Office of Salian Township Government, who was also works for the 610 Office, and another man.
On November 7, 2012, Zhang Jiabing and Zhang Jianguo were harassed by Salian 610 Office staff.
On November 7, 2012, Guan Mingying was harassed by Pingshan 610 Office agent Zhao Qi and police.
On November 7, 2012, Gong Zihui was harassed by two people from Panlian Township Government and Panlian Police Station. On November 8, two plainclothes police officers went to Gong's home with the intent to arrest him, but he was not home.
On November 7, 2012, Li Jiaming and Cai Huilian's home was broken into by officers from Xiaojie Police Station. Fortunately the couple were not home.
On November 7, 2012, Wang Zhiyan in Shaba Town was arrested and his home ransacked by police.
On November 7, 2012, Li Yuanliang and his sons in Binggu Town were arrested and their home ransacked. They were detained in the Shuanggou Detention Center in Miyi until December 23. In the detention center, the police forced practitioners to watch video programs defaming Falun Gong. When Li Yunliang and other practitioners protested, they were handcuffed and forced to watch the videos.
On November 7, 2012, Ms. Wang Mei from Salian Town was arrested at home. Miyi Social Stability Office director Shu Hongwu ransacked Wang's home and even tried to search for “evidence” in a pig manure pit. Ms. Wang was shocked several times with electric batons in the detention center, but the police wouldn't release her. She had to be rushed to the Miyi County Hospital with myocardial ischemia that could have resulted in death at any time. Afraid of being held responsible for her possible death, the police released her on November 13.
On November 7, 2012, practitioner Liao Yuanfu from Panlian Town passed away due to long-standing persecution. Fellow practitioners Zhang Jifang, Zhang Jihui, and Zhang Jiping joined the family to prepare for the funeral, but they were followed and watched by police. They were all arrested and their homes ransacked that night. Zhang Jifang was released the next day, but Zhang Jihui and Zhang Jiping were held until November 30.
On November 7-8, 2012, all the practitioners who participated in Liao Yuanfu's funeral were followed and harassed by police.
On November 7, 2012, Que Qingbo from Panlian Town was arrested from home by Miyi police. While he was being detained in the Shuanggou Detention Center in Miyi County, the police ransacked his home. He was not released until December 7.
