(Minghui.org) A 79-year-old man in Xinbin County, Liaoning Province, was admitted to Jinzhou Prison on September 13, 2025, for practicing Falun Gong, a mind-body discipline that has been persecuted by the Chinese Communist Party since 1999.
Mr. Li Qingsheng was arrested on November 14, 2023, for talking to people about Falun Gong. He was released on bail that night after his blood pressure read over 200 mmHg (normal is 120 or lower), and the detention center refused to admit him.
The police harassed Mr. Li at home twice in early April 2024 and asked if he still practiced Falun Gong or went out to distribute informational materials. Days later, the Shuncheng District Procuratorate in Fushun City, which oversees Xinbin County, called Mr. Li and ordered him to report to them. He did not go.
Three procuratorate employees showed up at Mr. Li’s home on April 22, 2024, to deliver a notice telling him that he had the right to seek legal counsel to defend himself. They also said the procuratorate had forwarded his case to the Shuncheng District Court. When they him asked if he intended to hire a lawyer, he said he did not. They pressured him to admit his “guilt” by practicing Falun Gong and spreading information about Falun Gong. He replied that he broke no law. He also refused to sign the notice as ordered.
A woman and two bailiffs from the Shuncheng District Court visited Mr. Li on September 4, 2024, to deliver a copy of his indictment. They told him to sign another document but he refused to comply.
More than ten officers and courthouse employees went to Mr. Li’s home on the morning of November 14, 2024, to hear his case. The judges, who appeared virtually from the courthouse, accused him of promoting a “cult.” He denied this and said that no law in China criminalizes Falun Gong or labels it as a cult. The judges said that the security officer at Jiahe Village had reported him for handing out a number of Falun Gong materials. Mr. Li said that he only given a single copy when he was arrested.
The court-appointed lawyer recommended probation since Mr. Li was over 75, had high blood pressure, and had only handed out one Falun Gong brochure. The hearing lasted half an hour, and the judges sentenced him to two years with a 2,000-yuan fine on December 3, 2024.
When the police took Mr. Li to the detention center after the hearing, the detention center refused to admit him due to his poor health, and he was released.
Court personnel made another attempt to detain Mr. Li on March 3, 2025. He was still denied admission by the detention center after he failed the physical exam.
Yongling Town Police Station officers broke into Mr. Li’s home on August 26, 2025, and took him away for a physical exam. They managed to convince a different facility, the Xinbin County Detention Center, to accept him. It’s not clear if the physical exam took place and whether he passed it. He was transferred to Jinzhou Prison on September 13, 2025.
