(Minghui.org) A Shulan City, Jilin Province resident served three years of probation for her faith in Falun Gong from late 2018 to late 2021, only to be arrested again in June 2024. After she was released on bail, she went out of town to visit her daughter in December. The local court accused her of violating her bail condition and threatened that they were not done with her yet. They hinted at using her already-served probation sentence against her.
Ms. Guo Qingfen’s ordeal stemmed from her arrest back on June 12, 2018, when she was on her way to visit a relative. Her home was subsequently raided and her over 40 Falun Gong books were confiscated. She was held at the Jilin City Detention Center. Zhang Dou, the deputy chief of the Tiande Village Police Station, delivered her criminal detention notice to her family on June 14, 2018. Months later, she was sentenced to three years with three years probation.
During Ms. Guo’s detention, her husband fell critically ill. He passed away not long after she was released on probation in November 2018. In the next few years, the police harassed her on a regular basis to make sure that she did not “violate her probation condition,” including two incidences, on September 23, 2019 and September 10, 2020, respectively. The police attempted to take photos of her and tried to trick her into signing on a blank piece of paper.
Ms. Guo finished her probation around November 2021, only to be arrested another time on June 5, 2024 and later released on bail.
When Ms. Guo traveled to her daughter’s home on December 28, 2024, she was arrested by officers from the Railroad Police Station in Jilin City. The police claimed that she was a “wanted” person.
While Ms. Guo was released shortly after, the local court called her on January 17, 2025, and ordered her to sign certain documents. She wasn’t given details about the documents. On February 5, 2025, when she was at her daughter’s home, she received a call from the court again, ordering her to return home. She said she wouldn’t come back until the end of the Chinese New Year holiday season (January 29 – February 12, 2025).
When she returned home around mid-February 2025, the court summoned her to sign something. This time, they revealed that it was related to her prison sentence in 2018, but still didn’t provide any details about it. Ms. Guo had long finished probation in 2021. By law, her latest arrest in June 2024 should not have anything to do with her probation sentence.
The court also accused her of “trying to escape.” After the court confirmed that the police no longer had an open case on Ms. Guo, they allowed her to go home but threatened that they were not done with her yet.
Arrested for Going to Beijing to Appeal for Falun Gong
Ms. Guo took up Falun Gong in October 1998. Only seven months later, her emphysema (a chronic obstructive pulmonary disease), severe headache, and systemic skin disease disappeared.
After the Chinese communist regime ordered the persecution of Falun Gong in July 1999, Ms. Guo set out to Beijing to appeal for the right to practice her faith. She was arrested as soon as the train arrived in Beijing. She was held at a stadium and then sent back to Shulan in the middle of the night. Since then, she became a “key target” on the local police’s blacklist.
In October 1999, the police harassed Ms. Guo at home every day and ordered her to write a statement to renounce Falun Gong. She decided to go to Beijing to appeal again. Before she even left Jilin Province, she was arrested and given 15 days of detention for “disrupting social order.”
Ms. Guo went to Beijing to appeal the third time on March 17, 2000. She was arrested at the Jilin City Train Station. Yao Shuxue, the chief of her local Dongfu Police Station, gave her 15 days of detention and a 500-yuan fine. As she refused to renounce Falun Gong at the lockup, the police gave her a one-year labor camp term. While serving time at the Heizuizi Forced Labor Camp, she still remained firm in her faith, and the guards denied her family visits in retaliation. They also beat and verbally abused her at will. She was forced to pay 1,000 yuan when she was released.
More Arrests and Detention
A group of police officers broke into Ms. Guo’s home at 5 a.m. on April 23, 2004, and raided her place. Her audio recorder, Falun Gong exercise music tape and Falun Gong books were confiscated. Both she and her husband were detained for 15 days for “disrupting social order.” They were also forced to pay 320 yuan for the food during their detention.
Ms. Guo’s next arrest was around midnight one day in January 2007. The police first harassed her and then returned one hour later to ransack her home. Her Falun Gong books, scissors, and calendar with information about Falun Gong were confiscated. She was detained for another five days for “disrupting social order” and forced to pay 160 yuan for the food.
The police raided Ms. Guo’s home again in March 2008. Without finding any Falun Gong books or pamphlets, they took away a photo of Falun Gong’s founder. She was again detained for another five days and forced to pay 160 yuan for the food.
Ms. Guo was arrested another time on July 18, 2015, for talking to people about Falun Gong. She was given 15 days at the Nanshan Lockup. Her family was forced to pay 900 yuan for the food.
Around the same time, Ms. Guo filed a criminal complaint against Jiang Zemin, the former head of the Chinese Communist Party who ordered the persecution of Falun Gong. The police arrested her around 7 p.m. on August 22, 2015. They gave her a 15-day detention and then transferred her to a brainwashing center on September 6 for an unknown period of time.
